8th to 11th June 2009 three independent commissioners heard our case for a land zoning change.
August 2009 the NZ Transport Authority proposed changes to the Western Link Road from a local 2 lane to a 4 lane expressway.
September 2009 The commissioners delay making a decision because of this and in October request further consultation on the impact the expressway will have on traffic generated from the Meadows development.
31st May 2010 Hearing reconvened to hear reports from Traffic consultation.
29th July 2010 The commissioners supported our application for a plan change and the Kapiti Coast District Council adopted the Commissioners recommendations.
14th October 2010 Kapiti Coast District Council has ratified the plan change and it becomes operative as part of the District Plan.
Where to now: We are investigating ways to go from here. The economic Climate and Expressway design obviously affect this.
Consultation with community was undertaken once the Meadows trust had a concept plan of the new church facility to show.
The trust met with affected neighbours on 7th July 2008. The meeting held at the Meadows facility allowed neighbours to see the proposed development and to make comment. Further Consultation with submitters has been undertaken and consultation with Kapiti Coast District Council has been carried out at all stages.
In February 1988 the church was given 1 Hectare of land. This is the land on which the main church building currently sits on the corner of Realm Drive and Mazengarb Road.
Given by a church member, the vision he had for this land was that the church would build a purpose built facility that would be able to be used by the church and be available to the community.
In 1994 our benefactor gifted the remaining 19 hectares of his land to the church. This was a significant piece of land bounded by Mazengarb Road to the North East, Mazengarb Park to the West, Ngatoto Trig & Kapiti Village to the South and Western Link Road designation to the East.
In 1990 our benefactor commenced developing Realm Drive with the Stage One development of 15 sections.
Stage one also included the earthworks and landscaping of the church's designated one hectare building site.
In 1993 the church partnered with a local builder to design and build a show home at no 12 Realm Drive, this was intended as the first of many design & builds to be sold to fund the building of the church. However, this was the only one built under this arrangement.
Residential development of the rest of the land was funded and developed by the church - overseen & administered firstly by Paul Smith and secondly by David Rigg from 1997 as Trustee of The Meadows Church.
The Meadows residential subdivision has produced 96 quality sections developed from 1993 to 2004 with access from Mazengarb Road, Realm Drive, Harvest Court, Sovereign Way, Meadow Court, Crown Hill & Crown Mews.
From stage two on, all sections were developed for sale as sections only. The majority of sections were sold to Homebuild, a local building company, who did the promotion, building & selling of 'House & Section' packages. Profits/Surplus funds from each stage of the development went to either: developing the next stage of the subdivision, the proposed church facility and its funding or occasionally profits were remitted overseas to fund associated ministries in less fortunate countries.
